CLARK REGIONAL WASTEWATER DISTRICTSALMON CREEK TREATMENT PLANT DEWATERING EQUIPMENT REPLACEMENT DISCOVERY CLEAN WATER ALLIANCE Bids Due 10:00 am, March 19, 2026 CALL FOR BIDS PROJECT NO. 93-2021-0058NOTICE IS HEREBY GIVEN that electronic sealed bids will be received on the Clark Regional Wastewater District Procurement Portal until 10:00 a.m., P.S.T. on Thursday, March 19, 2026, for the Salmon Creek Treatment Plant Dewatering Equipment Replacement; Discovery Clean Water Alliance Project No. 93- 2021-0058; and then publicly opened and read via a live Go-To-Meeting link at 11:00 a.m. on Thursday, March 19, 2026. PROJECT SPECIFIC DESCRIPTION The work generally includes the following: 1. Solids Processing Center (Building 72): Replacement of existing dewatering belt filter presses with new dewatering screw presses. Modification of sludge feed piping, W3 water piping, polymer piping, and odor control ducting. Installation of personnel access grating and platforms, a new monorail system, and ancillary equipment. 2. Solids Processing Center (Building 72): Installation of exterior stairs and entrance to upper level of facility. 3. Digester/BFP Feed Control Building (Building 77): Replacement of BFP Feed Pumps with new Screw Press Feed Pumps. 4. Temporary Systems: Installation and relocation of temporary dewatering screw press during the replacement of dewatering system. 5. Installation of new level sensors for the Biosolids Blend Tank (Facility 76) and Sludge Blend Tank (Facility 74). PROJECT LOCATION This project is located at the Salmon Creek Treatment Plant, 15100 NW McCann Road, Vancouver, WA 98685. Mandatory 15% apprentice labor hours of the total labor hours are a requirement of the construction contract. Bidders may contact the Department of Labor & Industries, Apprenticeship Section, to obtain information on available apprenticeship programs. The Board of Sewer Commissioners reserves the right to waive informalities in the bidding, accept a proposal of the lowest responsible bidder, reject any or all bids, republish the call for bids, revise or cancel the work, or require the work to be done in another way if the best interest of the District is served. Award of contract is not anticipated to occur prior to March 31, 2026. CONTRACT PROVISIONS, PLANS, AND BID PROPOSAL forms may be obtained by going to the District's procurement portal https://mrscrosters.bonfirehub.com. Free vendor registration is required to use this platform. A pre-bid meeting is scheduled for Tuesday, March 3, 2026, at 9:00 a.m.. All participants shall meet at the Gene Fix Operations Center at Salmon Creek Treatment Plant, 15100 NW McCann Road, Vancouver, WA 98685. All Bids must be accompanied by a bid deposit in the form of a surety Bid Bond, certified check, cashier's check, or cash in an amount equal to five percent (5%) of the amount of such proposal on or before the bid deadline provided above. The Bidder shall submit a PDF copy of the Bid Bond and provide original bid bond upon request from the District. An attorneys-in-fact who signs the Bid Bond must file with each bond a certified and effectively dated copy of their Power of Attorney. If the Bidder cannot provide a Bid Bond, a certified check, cashier's check, or cash may be provided. The certified check, cashier's check, or cash must be delivered in a sealed envelope marked with the Bid Name and Number and be received at the District office prior to the bid deadline provided above. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the District.
