LEBANON COMMUNITY SCHOOL DISTRICTDISTRICT WIDE FIRE ALARM PROJECT ("DESIGN/BUILD" PROJECT) Proposals Due 2:00 p.m., April 22, 2026 REQUEST FOR PROPOSALSNOTICE IS HEREBY GIVEN: The Lebanon Community School District Requests Qualifications and Requests for Proposals from experienced Design/Build Contractors (DBC) for the Multi-Year Design and Build of Fire Alarm Systems across the District over a multi-year scope based on the District's budgetary constraints. Sealed proposals will be accepted by Paul Chamberlin, Regional Director, HMK Company, 363 State Street, Salem, OR 97301 until 2:00 PM Local Time on April 22, 2026, after which time no further proposals will be received. The project scope consists of.... 1. Design-Build contract under a master agreement structure covering a series of fire alarm replacement school projects, subject to individual Guaranteed Maximum Price (GMP) Work Authorizations, and continued funding availability for the individual projects. 2. The Design-Build contractor shall have a defined role prior to formal design of the individual school systems--overall scoping, validating existing conditions, and developing site-specific requirements for each school during a preconstruction/programming phase. 3. Each school project would then be implemented through individual Work Authorizations with its own GMP, schedule, specifications, subcontractor team, and completion requirements. 4. The master agreement will not commit the District to engage the design-builder under Work Authorizations for each possible school project. The District reserves the right to have individual school projects performed by others. Owners' minimum requirements are set forth in Division 0-33 and consist of performance-based requirements for removal and replacement of fire alarm control panels and associated system components, including integration with existing infrastructure, code compliance upgrades, testing, commissioning, and continuity of monitoring. The DBC firms responding to this RFP will be evaluated based upon qualifications, prior experience, proposed approach (including schedule and plan for completing the work); schematic design fee, and any other evaluation criteria identified in this procurement. A MANDATORY Pre-Proposal Conference will be held on March 25, 2026 at 11:00 AM at the Lebanon Community School District offices located at 485 South 5th Street, Lebanon, OR 97355. ANY PROTEST OR REQUEST FOR CHANGE MUST BE DELIVERED IN WRITING TO Paul Chamberlin, HMK Company at 363 State Street, Salem, OR 97301 on or before seven (7) calendar days prior to the due date for proposals. This contract is for a public work subject to ORS 279C.800 to 279C.870 (the Oregon Prevailing Wage Rate Law). If the contract amount is over $50,000.00, BOLI wage rates will be applicable to this project. The wage rates are included in the bid documents, which are available as noted above. No bid for a construction contract shall be received or considered by the public contracting agency unless the bidder is licensed by the Construction Contractors Board of the State of Oregon as required by ORS 701.035 and 701.055. Each bid must identify whether the bidder is an Oregon resident bidder, as defined in ORS 279A.120. Bidder's attention is directed to compliance with ORS 279C.370 regarding submission of the First-Tier Subcontractor Disclosure Form. If the contract amount exceeds $100,000.00, the First-Tier Subcontractor Disclosure Form will be required and may be submitted either with the bid or within two (2) hours after the bid closing time and date at the bid site address. Failure to provide the First-Tier Subcontractor Disclosure Form may result in bid rejection. The Lebanon Community School District reserves the right to reject any or all bids, to waive formalities, and to postpone the award of the contract for thirty (30) days. All bids and all prices quoted in bids shall be firm for a period of thirty (30) days after the bid closing date.
