CONTRACT NO. 2026-008Separate sealed Bids for the Electrical Improvements (Water System Emergency Generators) project will be received by the City of The Dalles, Oregon until 2:00 p.m. Pacific Prevailing Time, May 28, 2026, via email to thedallesbids@thedalles.gov, at which time the email account designated for Bid receipt will be accessed.
Immediately following electronic submission, bidders will receive confirmation that the City has received the email. THE DUTY IS ON THE BIDDER TO ENSURE THAT ALL REQUIRED BID DOCUMENTS ARE ATTACHED TO ANY EMAIL SUBMITTED IN RESPONSE TO THIS ADVERTISEMENT FOR SEALED BIDS.
The City of The Dalles (City) is seeking competitive sealed bids from qualified and licensed contractors to perform public improvement work for the City's Water System Emergency Generators Project and related electrical improvements at five City water-system facilities. The City has already procured the emergency generators and associated owner-furnished equipment. The City is soliciting a contractor only for the electrical work necessary to install, connect, integrate, test, and commission that equipment. The Work includes: (1) Base Bid electrical installation for City-owned generators at Jordan Well, Marks Well, Lone Pine Well, Garrison Booster Pump Station, and Intermediate Booster Pump Station; (2) Additive Alternate electrical improvements for Jordan Well and Marks Well panel/VFD upgrades if awarded; and (3) all related and incidental services described in the Invitation to Bid.
Mandatory Prequalification: All bidders must be prequalified at Closing in accordance with ORS 279C.430 and City Resolution No. 25?040. Bidders must be prequalified for ELEC -- Electrical or a reasonably equivalent class accepted by the City. Completed Prequalification Forms must be submitted via email to dmills@thedalles.gov no later than 4:00 p.m. Pacific Time on May 21, 2026.
Bids must be submitted using the Bid Form furnished by the City of The Dalles and shall bear the signature of the authorized representative of the bidder. The contract qualification documents are available on the City website at www.thedalles.org/bids. Any change to the solicitation documents will be done by written Addenda. Bidders will be responsible for checking the City's website regularly for addenda and additional information for the project.

The City may reject any Bid not in compliance with all prescribed public procurement procedures and requirements, and may reject for good cause any or all Bids upon a finding of the City that it is in the public interest to do so. The City also reserves the right to waive any informality in connection with said Bid or to postpone the award of the contract for sixty days. Each Bid must contain a statement as to whether the respondent is a resident respondent as defined by ORS 279A.120.
No Bid may be withdrawn after the time set for the Bid opening, or before the award of the Contract, unless award is delayed for a period exceeding 60 days.CITY OF THE DALLES, OREGON
