OREGON CENTER FOR CREATIVE LEARNINGOCCL MAIL TRIBUNE BUILDING RENOVATION PROJECT Proposals Due 2:00 PM, August 25, 2026 REQUEST FOR PROPOSALNOTICE IS HEREBY GIVEN: Oregon Center for Creative Learning ("the Owner") requests proposals from experienced Construction Manager|General Contractors (CM|GCs) for the construction of the Mail Tribune Building Renovation Project. Proposers shall provide three (3) paper copies and one (1) PDF electronic copy on a flash drive of their proposal in a sealed envelope. Proposals will be accepted by Kristi Nelson, Project Administrator, HMK Company, at the HMK Medford Office, located at 46 N Front Street, Suite 201, Medford, OR 97501, until 2:00 PM Local Time on August 25, 2026, after which time no further Proposals will be received. A MANDATORY Pre-Proposal Meeting will be held on Tuesday, August 11, 2026 at 9:00 AM at Medford Mail Tribune Building, located at 111 N Fir Street, Medford, OR 97501. ATTENDEES MUST BE PRESENT AT THE PRE-PROPOSAL MEETING BY 9:00 AM TO BE CONSIDERED A POTENTIAL CM|GC. NO EXCEPTION WILL BE MADE. · Project Scope of Work: Exterior playground and various site & landscape improvements. Interior renovation including 8 classrooms (each with a restroom), commercial kitchen, workshop, various workforce development & office spaces, level 2 event spaces with restroom. The level 2 event space change current business occupancy to assembly, requiring structural reinforcements (several columns at level 1 supporting existing beams). The MACC of this project is estimated to be $2.9 million dollars and will be paid for with a Federal Community Development Block Grant. This project is subject to BOLI Prevailing Wage and the Davis-Bacon Act. The complete Request for Proposal may be reviewed and obtained from http://hmkco.org/bid-documents/. The CM|GC firms responding to this RFP will be evaluated based upon company overview, firm experience, similar project history, and other criteria identified in this RFP. This solicitation does not obligate the Owner to pay any costs incurred in preparation of Proposals. The Owner reserves the right to reject any Proposal that is not in compliance with all prescribed requirements. For good cause, the Owner may reject any or all Proposals upon a written finding that it is in the public interest to do so.
